The federal RRP Rule generally does not apply to homeowners doing RRP projects in their own pre-1978 homes. It does apply if you rent all or part of the home, run a childcare center in it, or buy, renovate and sell homes for profit.

One more thing for bigger plans: the EPA notes lead abatement often starts with lead-based paint inspections or risk assessments, which can help homeowners make informed decisions.

Homeowners doing their own RRP projects in their own pre-1978 homes are generally outside the federal lead rule. Rent out all or part of that home, and it applies.

The rule also applies if you run a childcare center in your home, or buy, renovate and sell homes for profit. For paid work, anyone disturbing paint in housing built before 1978 must be certified.

About three-quarters of U.S. homes built before 1978 still contain some lead-based paint, per the EPA. Home RRP projects that create even a small amount of lead dust are enough to poison a child.

The EPA's RRP Rule requires anyone paid to disturb paint in homes built before 1978 to be certified, with their employees trained. That includes all firms, even sole proprietorships.

In general, it does not apply to homeowners doing RRP projects in their own pre-1978 homes. It does apply if you rent all or part of the home, run a childcare center there, or buy, renovate and sell homes for profit.

The paint itself is common. The EPA says about three-quarters of U.S. homes built before 1978 still contain some lead-based paint, and any renovation, repair or painting project in a pre-1978 home that has lead-based paint can easily create dangerous lead dust.

According to the EPA, home RRP projects that create even a small amount of lead dust are enough to poison a child.

For owners doing the work themselves, the EPA points to lead-safe work practices. For hired work, it recommends a lead-safe certified contractor.
